Problem With TASCAM 32

Greetings! New guy with a problem; I'm trying to sell a 32 to help settle the estate of a friend who passed away. I have his 38 sold but when checking out the 32 (which has been sitting a few years), I find that while the FF and Rewind seem to work at proper speed, the normal speed doesn't want to go. When I hit the forward switch, it just jumps a little and then sits there doing nothing. I can move it by hand but it's sluggish. Can someone point me to where to start looking for the problem. A guy on e-bay is trying to lowball me by saying that it's going to cost more to fix than it's worth. That's not gonna work on me but I'd like to know what I'm looking at; is this gonna cost me a bundle or is it, possibly, an easy fix.

Sounds like a worn out capstan belt that needs replacement.
It's a mid level teardown to replace the belt.
Not sure if I'd use the word "easy", but it's doable.
