editing clips

When i Split vocal a vocal clip and try and move it back and forth on the time line, it moves the clips next to it. Shouldn't i be able to move the clip back and forth a little without moving the clips next to it??? I can move the clip to anther track and move it,but is seems like i should be able to move it on the same track.
 
There is an option to replace the old with the new, or slide the old to make room, or overlap the clips.

Options > Global > Editing > Drag-and-drop
