Here is my free tip to you, and you can thank me later. Look for the oldest TV repair shop in your town, and ask if they have any old tube tester kicking around. Or, there has to be a supply house; the people who sold parts to the old TV repair shops. Ask there if they still see any real old timers coming in, and get a name.
After a decent tube tester, and assuming you have a capacitance tester, get an ESR meter and a leakage tester;
After that, you're half-way to having an awesome test bench.

cheap tester but it tells me if it is emitting or shorts. Can't afford one of the good ones.
Plugged my guitar into my scope today, that was fun to watch. I was wondering if I played Hey Joe would it display hangmans nooses.
Take my tip and check around town, paying 90% less than eBay prices.
where I live, there is no around town, and what makes you think any of these guys if they have one don't know the worth of it?

Tell me what city (or even a nearby city an hour away), and I'll post here everything you need to know about finding test equipment in your town (or any nearby town). You'll be amazed, and the smaller the town the better! Ready? Whaddaya' got to lose?
