Well I happen to run a web design company specializing in helping musicians with low budget.

Promoting a CD involves alot of steps.

You should have a website with information and the ability to handle orders.

You can also sell your product on amazon.com just like any other product, with a cool page and the ability to handle orders that way as well.

As far as real-world promotion there are radio stations you could call and try to get it played.

They won't play it if it's not awesome so make sure it's awesome!

Make sure to offer it at an acceptable price. Anything over 5 dollars for a no-name artist will probably cut down sales.

Of course most bands promote through live shows.

They sell nearly all of their sales at live shows, I'm talking "local" bands and such.

So if you're not doing that then certainly don't expect as much sales as your popular local rock bands get....

'Webs, you can set up your member profile to show a little button labeled "WWW" at the bottom of your posts. Then your link will always be there every time you post.
