You need a line from your Tape Deck into your line in of your soundcard. Record it. I prefer using the Magix Audio Cleaning program, to do some little touch ups and such and then burn it to a cd.

You are going from a 4-track? I would use RCA plugs out of the 4-track and you'll need a 1/8th stereo jack to go into your line in. They sell them at Wal-Mart. A cheap program that I use to get rid of Static is that Magix Audio Cleaning Lab. It allows some touch up and mastering functions. It also allows you to export a .wav file, mp3, or directly to CD.
