Process before or after bit rate conversion?

Does it make a difference if you process your mixdown before or after converting it to 16 bit????????

Also, thanks for the tip about dragging tracks up over empty ones in CEP 1.2, whoever it was

The received wisdom is that converting to 16-bit should be the very last step before you burn to CD.
