Jamming a 35-second track into a 30-second space?

N-track question:

Is there a way to take, for example, 35 seconds of recording and jam it into 30 seconds? I need to do this with a wav file or in the native N-track file format.

Is my question clear?

I am talking specifically about spoken-word tracks, and I know I can go in and cut out verbal pauses and move individual words closer together but that is not what I am interested in here.

I realize that jamming 35 seconds worth of speaking into 30 seconds would alter the pitch but still I am interested in finding out if you can do such a thing in N-track.

If not, what is the best affordable program to do this with?

As always, Many Thanks for your expertise and also for you patience with my loony newbie questions.
