Typical Desktop Sound Card
What is the "Line In" on a typical sound card, for instance a Creative Labs X Gamer? Can I use it for recording? If not, what kind of Sound Card should I buy for recording if I want to stay below $200 dollars?

The line input is just that, a line level (-10 hi Z stereo) input. It'll accept the line outputs of consumer grade elctronics like cassette decks, the analog outs from a CD player, the line outs of guitar processors like PODs, etc. If you want to use a microphone you'd need a preamplifier as well to get the signal up to line level.
