Newbie question on patch bays

How much noise do average-priced (under $50) patch bays create? They essentially double the number of connections that you have to make, correct?

Also, how much noise do multiple rackmount effects processors create (in comparison to pedals)? Thanks.

a) can't speak for $50 ones, but if you're willing to go to $100 then almost none (when they're new).

b) far far far far less, unless you are using a super flanger preset or something else that adds in noise as a byproduct of the effect.

A patchbay is a passive device. There should be no noise associated it at all as long as all of the jacks are soldered properly.

The biggest thing you have to worry about with a $50 patchbay is how resilient are the connections themselves. How many times of plugging & unplugging will they handle before they break. Also, the frame of it is probably not going to be as strong as the more expensive ones. If you have a tight connection it may flex as you plug/unplug the cable.
