Trouble with mp3 encoding

I have tried on many occasions to bounce a wav file to mp3 without it adding extra space. These loops are made for web sites and the extra spce is causing a headache. If there is any program that will do this please let me know. I use cubase sx and sound forge and both seem to do this.
