How do I get this tone?

Red Hot Chili Peppers' "Sir Psycho Sexy"

I know it's probably a Strat, but what effect is on there? (Specifically during the chorus and verses when he's just hitting chord stabs... not the wah part) Is it a chorus? Flange? Phase? What are some estimated settings?
