Lightbulb Toggle Bolts

I've been reading alot about all kinds of acoustical treatments, but the plans for Ethan's Bass Traps kept me puzzled for a while, until...

We just bought this huge living room chandelier, so I was to find a solution to hang this thing from the ceiling.

When searching all kinds of hooks, chains, etc, I suddenly found this in a dark corner of my DIY-store:

finally the plans made sense to me
(damn English )

Well, problem is I don't know where the joist are... I attached an img of the living room with the chandelier in place.
This is an old house (ex-post office) with some plasterboard + decorational thing hanging (as you can see in the other part of the living, with the el.wire sticking out) + the thing is lighter than expected. I wasn't sure about it, but it's holding (for now... )
