I'm after a keyboard for electric piano and strings sounds mostly. I'd like a weighted keyboard, but it's not imperitive. sugjestions? I'm looking to stay under 700 or so.

Stay under 700 won't offer much stuff for a new gear... I dunno about second. But FIY, I have KORG SP-100 which has weighted key, nice EP & string sound. I'm happy with it in it's price anyway. And yess... it's one of the cheapest on the market.
