Copyright, royalties..!!??

Hey guys....I've always been curious what the procedure is if you wanted to do a version of some other artist's song.(Let's say you like the music to it, but you would write different lyrics) Who do you ask, what do you ask them? How does it all go? Does anyone know, I'm sure someone does...or is there a website with legal info about this or something...
