How do i get cool edit to recognize a plug in? Is there a particular directory that i install the plug in to?

go to the effects menu and at the bottom, there should be an option to refresh the list. It will scan your registry for newly installed plug-ins.

If that doesn't work and your using DX plugs you may need to get the DX upgrader from their website.
