cool edit keeps skipping

i have cool edit pro 2.0 and it keeps skipping during playback and while recording. & when i press play or record it take a few seconds then starts to play or record!!!! f@*k !! i upped my buffers on record and playback but the same sh*# keeps on happening. can someone help me out........
