Equilisation

Are there standard procedures when it come to Equilisation?

For example, I hear a lot of you guys say things like "Cut the bass at xxx frequency...etc!!

Can anyone give a list of what frequencies to cut for particular instruments!!

I mostly compose electronic music, if that any help!!
