Sampling

Sampling - what types of PC software is recommended for basic sampling. I would like to be able to place one track on top of another track. I would also like to be able to isolate and cut vocal, guitar, etc., from tracks to paste onto new tracks. I currently have Sound Forge, Samplitude, and Acid Pro, but can't seem to get any of them to work for me.

Any help is appreciated.
