My MIDI out will not work!

My MIDI out will not work!

I am running Cubasis for the Tascam US-428. When I plug a MIDI cable into the MIDI IN, i get a light and i can record fine, but then i cannot seem to get the MIDI OUT to work. I cannot get the MIDI OUT light to come on, and i've switched cables, "TO" sources, and messed around with the software.

HELP!
