Help with soundproofing a 2 car garage!!

Ok so my band needs to practice in my 2 car garage at any time necesary. Theres only two houses really close to the garage. One is waaaay acroos the street but directly lined up with the front of the garage door. The other is to the left of the garage(if looking at the front) hes kind of far away and his garage is closest to us but still he is a concern. No other house is really around but my own which isnt a concern at this point.

The garage itself is bare frame inside with only wooden studs. Its got an angled ceiling and rafters(with boxes and such up there). The rafters where the walls meet are about 8.5 feet above the ground, and the ceiling is probably like 20 feet at its highest point.

The two side walls are about 16 feet long(and 8.5 high) and the far back wall(front of the garage) is 22 feet wide and 8.5 feet high. Theres a window in the center of the backwall about 4x4 feet.

The only other things in the garage is the door on the right wall(no window) and the two garage doors which are both hinge paneled doors with serious leaking problems(when it rains). We are weatherproofing the garage doors at the land lords expense but the rest of it is on a much tighter budget.

We need to be able to play later at night since thats the only time anyone can due to work and school. The two main concerns are keeping sound from getting over to the house across the street and to our left.

The band consists of 1 guitar half stack, 1 drum kit, 1 bass stack, and our monitors for the vocals. It can get pretty loud so we really need a solid solution.

Now the budget I'd say is under $1,000 if possible. $700 would be even better. Appearance does not matter at all but the only thing is that the garage doors have to be able to open so cars can come in during bad winter storms.

Now as for what to do I've read waaay too many conflicting ideas of what to do. Some say insulation with sound board and drywall will be good and others say we need auralex foam ontop of that with double layer drywall and so forth. Obviously the latter can get very pricy. We have access to tools and materials we just don't have room for error so we have to build it right from the beginning.

The other problem is what to do about the garage doors. My idea was constructing two walls on wheels that when joined act as a wall infront of the garage door wall. I was thinking insulation and the other materials on the other walls with wooden frames etc. But I don't know if thats a viable solution or not, just an idea.

Also the ceilings are a concern, we have a lot of boxes up there but I don't know how much that can help contain from just flying into the air. Insulating the front ceiling(over the garage door) might help with the neighbors across the street but anymore than that might push past the budget...I'm not sure.

Anyway thats the little information I have about what to do but I really really could use help on figuring out what would be the best way to keep sound in for the right price. ANY help is welcomed and I can answer any questions about the garage's structure etc.


EDIT: One thing I forgot, the band also had the idea of constructing wooden platforms similar to the wall but smaller, for the instruments themselves. The guitar and bass cabs would be on the platforms while the drummer and everything would be on his. I was thinking with those sound absorbing pads that www.soundproofing.org sells(like 6 bucks a pad) underneath them, it would help too. How does that sound?
