Dont really want to sound mean here but you should probably do some research before asking a question like this. There are plenty of different variables to take into consideration. All of which need to be thought out by yourself and your needs. If you post some more info, others may be able to help.

You might be better of getting a mixer or 4 channel pre and an interface(soundcard).

interface options:
ESI MAYA 44(pci or USB)
ESI U46 (SE, DJ or XL)
PRESONUS INSPIRE 1394
M-AUDIO DELTA 44

2-4 channel preamps/mixers(depending on interface):
SM PRO AUDIO PR4
M-AUDIO AUDIO BUDDY
the very highly recommeded M-AUDIO DMP3
TAPCO MIX 60
TAPCO MIX 120
BEHRINGER XENYX 802
BEHRINGER XENYX 1202
PEAVEY PV 6

There are many more available apart from those, but my suggestion would be the PRESONUS INSPIRE 1394 with M-AUDIO DMP3. Then i'd get some good mics(check out naiant for overheads), monitors(there's a lot depending on budget, look out for behringer truths, alesis m1 mk2s although there are many more), acoustic treatment and start learning!!!

Save up a few more hundred and get an 8 channel interface. Firepod, Tubefire8 or something along those lines. Then you'll have some room for expansion.

He could afford firepod(fp10) just now.

It is a great option.

I need something with 4 mic/instrument inputs and that is either USB or Firewire. Preferably 4 inputs and the cheaper the better. What about this:

Maybe cheaper in one sense but what if your needs grow the Presonus Fire Pod is 8 in and 8 out at least it will grow with you if needed.

I my self use a interface that will grow as my needs grow but I do not think you would want to drop over 1600 dollars for a RME-Audio Fireface 800.

But the Presonus fire pod is what I would choose. If limited buy the amount I could spend.
