Tascam 488 MKII 8th track issue

Just bought a used unit - I've had this in the past so I'm pretty familiar with it.

All tracks work except 8 - I'm ok with 7 tracks but I figure its worth trying to get the 8th working if I can.

I used tape head cleaner but I still get low output fizz and dropouts. Does the problem sound beyond control?

Is the Sync switch in the back left in the ON position?
