recorded tracks line up too early

I tested reaper today for the first time because n-track gives me latency-troubles with my audigy 2 nx (I know, I know...).

Reaper seems to do a pretty fine job: no random latency at all.

But: every track I record lines up EXACTLY 2 beats too early - which is much easier to correct than n-tracks random behaviour - but definitely looks like a setup-issue. can this be fixed?

Run a couple test files, then turn the automatic compensation off and adjust here
