Cubase Studio 4 license error

Hey guys, i just bought cubase studio 4 and am having a hard time installing it. The program is not functioning properly because it is not reading the license properly. This is NOT a cracked version. The dongle does not seem to be reading and the license center software that it comes with is not opening up. If anyone knows how to fix this problem please help me to get back on my feet. I tried reading up in the manuals and online and i have installed the latest drivers. I am still waiting for a response by steinberg. Please help if ya can!
