volume setting issues...

i have Cubase controlling Triton, the problem is that volume levels are reset to 127, unless i move volume levels in cubase, i gotta do this everytime i open a project.
Does Triton not recognizes the volume CC from Cubase, or does cubase doesn't send continuos out. i don't like writing CC into List/Event edit, because i like doing it with the mixer.
what am i doing wrong or what is in alternative way set volume levels so that external gear will recognize it?
