Any blank CDR can be used to create a Red Book compliant disc.

iTunes works fine...and it's free.
basically any program that says it burns an audio CD and it plays fine in a regular audio CD player....

If you're on Windows, try Exact Audio Copy. There you can specifiy anything related to CD audio: indices, pre-emphasis-flac, CD text, ISRC etc..

Also, the correct answer for "Where can I buy Redbook CD's?" would be "in any record store", I'd say.

Toast will do it. I'm surprised that any CD burning program that puts out music discs won't do it. As long as you have the bitrate and frequency correct and put in the spacing between songs.
