What program are you using? In Cubase, you turn off Direct Monitoring in the Device Setup. It will add some latency, but allows effects to be applied while tracking.

VST on the fly
Try using the M-Audio software called RT PLAYER.
This is specially designed to use your ASIO soundcard as a real-time VST sound processor, with little or no latency. I use my M-Audio Audiophile soundcard in an old Pentium 3 which I use solely for this purpose (and to play old games from the 80s thanks to Win98 and the old Soundblaster compatible card inside, for spare time use). |

Ps
By the way, RT Player (and its free little brother RT Express) works at any bitrate at any frequency, as long as your soundcard and VSTs support them.
