Oh, all right.
Might as well be big about it. Here's a LINK to KVR Audio. They have a whole category of free VST fx and VST instruments. It can be tough to search but if you stick with it --- it's worth it. .

You can still use them, but you'll need Acid or Ableton Live or some other program capable of retempoing .wav files without affecting pitch if you want to use them at anything but their original tempo.
So the answer is a qualified 'yes'. .
