WL loudness dist. tool

Can someone Elaborate on the Wave Lab manual for this tool?? It's in analysis ( only one page; pg641) I'm unsure what the horizontal axis data represents.

It says it measures the "most frequent loudness found in a file" and is not an average.

Maybe you could give me an example of how you use it??
