VST/32 Problems And Win ME

I have been tryng to get VST 32 to work in the windows me operating environment. I am using a 1.4 Ghz P4 with 128 m of ram and 2 60 g hard drives, a motu 2408/1224 system and a motu mtp av.
Some of the problems i have been having are:
1) when I use more than two VST instruments, my 2408 system locks up. I have downloaded the latest ASIO drivers and motu says they are win me compliant.
2) my midi tracks seem to get out of sync. I also have cakewalk 9 installed and i do not have these problems.
