In Cubase SX 3, my VST plugins receive key commands even if it's unchecked in prefs..

In Cubase SX 3, my VST plugins receive key commands even if "Plugins Receive Key Commands" is unchecked in the Preferences Menu. Only the VST plugin that is the topmost window receives key commands. If no VST plugin is the topmost window, then no VST plugin recieves key commands.


Is there any way to make Cubase reliably stop sending key commands to all VST plugins, regardless of window selection status?

P.S. - I think that it would be much, much better if Cubase allowed users to specify which hotkeys would flow to which VST instrument, and that different hotkey "maps" could be activated based upon which VST instrument is the topmost window (with only the general Cubase hotkey map activated when no VST is the topmost window). Or perhaps some better thought out method by which to make Hotkeys coexist better between the Cubase DAW and VST Plugins... because the current state of affairs is pretty pathetic, if there really is no good way to work it. Does this make sense to you guys? Does anyone have a good system to deal with this that works?
