Midi Program Changes

I use Cubase 3.7 (24 bit) I have an Akai S2000 sampler. One thing I can't do is get my S2000 to respond to the volume change when I alter the volume in Cubase. I made sure that the midi chanel is correct, none of the options in the filter dialog box are checked. I still can't get the thing to work. I'm sure it was working for me before I redid my windows installation. What's the deal here.
