Tool Bar problems

Ok, so I finally finished a song I've been work on. So, naturally, I then wanted to do the mixdown. I went to look on that little portable tool bar thing so that I could set the left and right locaters, but it wasn't there. I tried to figure out how to restore it, but couldn't, So I did the only thing I could Think of. I shut down Cubase, then started it back up, and the tool bar was back. Then, I opened the song, and the tool bar just dissapeare, so my questions are these:

1. Is there a way to restore the tool bar

2. Is there a way to set the left and right locaters without using that toolbar?

im using cubase sx 2 and this is where it is:

if you are talking about the transport panel then there is a drop down menu called "Transport". its the 1st option in that menu.

alternatively press F2.

Or you could press Ctrl+Click at the beginning of the song and Alt+Click at the end of the song - click the bar line located at the top of the track.
