Question Alternate tuning systems

I want to start creating sample-based (my own created samples) music that allows me to play in other tuning systems i.e. just intonation etc. I assume some sort of MIDI app is what i need. I want to be able to map samples at specific frequencies to individual keys/pads/or in step sequencing. I currently have no real equiptment just fruity loops 3 and a laptop - can I currently use my laptop with FL or some other software in conjunction with a modest sampler (less than 1000) to achievw my goal - I prolly wont need more than 16 tracks - maybe get away with less until I know what the hell I am doing.

BTW I am not a professional so I don't need the best equiptment but wouldlike cd quality sampling.

Im pretty sure you can do this in reason, you just neeed to assign the origonal to its corrisponding note on the controler and the software changes it on its own.. I could be wrong but I vaguly remember that working
