how/what do i adjust to fix latency in cool edit 2.1

i just recently changed my cheap sound card out for another cheap sound blaster live 24 card and now i'm getting what kindof seems like reverse latency, i'll have to re-check later to confirm it but it almost seems like my overdub tracks are playing before the existing tracks. anyone else have this happen and know what to do to adjust it?

could a slow hard drive cause latency? see, at the same time that i changed out my sound card i also took cool edit off of my main hard drive and then installed it on my secondary hard drive to free up space on the main hard drive. i remember that another program i used to record with was installed on the secondary hard drive and it got latency, but when cool edit was installed on the main c:/ drive it got no latency. so, will it tell me how to correct for latency in the help manual in the program?

To get to the spot you are talking about, in multitrack view, click options>settings> then select the multitrack tab and it's on the left hand side
