i cant get any signal in anything but cubasis

i have an emu 04-04 soundcard and i use the steinberg program cubasis (a simplified cubase) with no real problems. the thing is, i cant get any sound signal in any other program that i trie to use. first i tried using demo versions of both cool edit pro and guitar tracks pro with no luck. ive gone over and over the steps for both of these programs as far as arming tracks and selecting inputs and such and i still get no signal. then i tried using cd wave, which i used to use with my old stock sound card, and i cant get any signal at all with that either. now that makes me think something is messed up here. why can i use cubasis fine but not any other recording program....even something so simple like cd wave. is cubasis somehow mysteriously monopolizing my card, even when its not running? it cant be that the emu is only compatible with cubasis/steinberg...
does anyone have any advice for me?
