open basment Need Help

My dad oferd me our basment, to turn into a studio .. now heres the problem

Its a floating basment.. wood floors off the ground
wood & cement walls
Furnise/ crawl space down there
small
has sum pump, sprinkler system ( all ran threw there )
So when the sprinklers are on or the sum pump is on its load down there and it shakes the floors... is this a bad idea to build down there?
or whats all of your guyses ideas?

my budget is pretty ..tight .. so i dont knoe
