Continuously variable bias capacitor?

I read in a thread from this forum saying that "most Fostex machines have a continuously variable bias capacitor. Without a voltmeter
or oscilloscope, it is possible to be on the wrong side of the bias peak"...

What does that mean exactly, "continuously variable bias capacitor"?
