cakewalk home studio 2 problems

ok im not really very smart in the arts of recording but... i got cakewalk just a couple of weeks ago and i was waiting to install it until i got a sound card of some type in the computer. I got the m-auidio pre-usb and all my recording on that program sucks badly. the sound like phases kinda and the volume is really unsteady. oo and when i play somtihng in only records half of what i played. the computer is fine and has more than enough space on the drive. any suggestions?

When you go to options>audio>general, what are your settings? and in the advanced tab, whats your driver mode and buffer size? And what spec has your pc got?
