Cd-R Recorders

Ok i'm having trouble deciding weither to get the phillips 775 or the tascam 700. i know most of the differences between the two but what i don't know is if the phillips has adequate metering. what i mean is: can i accurately view the input meters of the cd-r to get a hot signal (very close if not 0dB). will it tell me if i just clipped the input? the tascam seems ok in this department but i'm not sure about the phillips.
