M-Audio DMP3 gets high marks in that price range.

I'd check out the RANE MS1B. Barely any extras, but a good solid sound. BTW in case you're looking for a mic too, try out the Oktava ML52 if you can find one cheap. I thought it lit up on the brass instruments last I tried.

The dmp3 is really good for the money!
If you could go slightly more I'd go for a Groove Tubes Brick.
