Does anyone know where I can download free direct X effects for cool edit??

Do a google search. There's a ton of them that will come up, though the stuff that's free is already in CEP, and they're better in CEP as well.

You'll have to read through a bunch to find the free ones, but they are in there.

I have not personally tried any of them.
