getting a radio station started

bought a radio mixer at an auction for 15 bucks, and it got me thinkin, what would it take to start a radio station. Just like 10 miles around my house or so

like a hundred thousand dollars. I was going to make a pirate station one time. By the way, its illegal A guy not too far from me did it, and nearly got nailed. His only saving was that he was moving locations alot. First monthly, then weekly, then like daily to avoid the feds. Finally he gave up and made it an internet radio broadcast.

Aren't stations under a certain power allowed? I thought they were. Like, enough power to transmit about a city block.
