nyquist/low pass

If i'm recording at 48khz or higher and bouncing down to 41khz, is it a good idea to put a low pass filter at 22khz or does the process of dithering accomplish this?

Resampling will do away with anything above 22,050 alone (and the dithering may certainly help cover it up at this step, although few will be able to hear it anyway).

So to actually answer your question, no need to filter.
