What is the best way to get rid of hiss on old 4-track recordings?

check out the waves restoration bundle. Expensive, but works really really well.

I've eq'd hiss out of songs before. It's usually in the highest range of the wave.

record the 4 tracks onto your pc and download the demo of powertracks from pgmusic.com. it has various editing and gating and eqing features that will let you clean up the tracks. its only 29 bucks to buy.
once you get it set up i'll give you the specific steps / tricks if you wish.
you could also try dart restoration tools.
