m-eq 230 problem

ive never worked with studio hardware before and this is my first venture outside of software and fl studio but im having a problem already. i got an m-audio delta 1010 with 1/4" unbalanced jacks in the 1st and 2nd outputs (left and right). thats connected to the the left and right inputs of the m-eq 230. then ive got 2 RCA (phono?) connections from the left and right outputs of the m-eq into the back of my stereo. i play a sound from my PC and i can hear it in stereo from my speakers. but. the eq and gain has no effect whatsoever. the red led for power is on. the 'eq in' led is on and ive turned off the bypass. the 'signal present' led is permanently off and i dont no why so that means theres no signal passing through the m-eq. but i can hear music from my PC. just cant eq it. have i hooked this thing up incorrectly or is the unit just busted or something?
