experiment with mix percussion on PC

I'm looking for some software for the PC that will allow me to set up sounds and dub over them to set up complex percussion rythums then download to cassette or CD.
If anyone knows please help.

PC Drummer is a rather amazing software. I do not know if it can do what you want it to, however, the tech support comes straight from the software author, Paul Orszula.
