Blocking out noise from the window

My window is giving off this electromagnetic hum....... Just kiddin

Nah we've got a nice silent room but we just need to get rid of noise from the road. What would be the best way to fill up the window (about 2'x1')? I would of thought some kind of roof insulation of foam padding would be pretty good. What do you think?

Is this a permanent install or temporary?

If temporary

Cut a piece of plywood slightly bigger than the window. Line one side of it with foam or some such. Attach to the wall around the window so that it is tight against the window.

If permanent

Do the same thing...just make it better looking
