do you know this plug-in

the plug-in that makes it sound sort of like a record being slowed down?
ive heard of it used with pro-tools (despite me forgetting the name) and i wanted to see if it was available in vst form...

Check out the VST Wrapper that comes with Sonar 3 Producer... it allows you to use VST instruments and effects in Sonar.

Is this plugin compatable with Cakewalk Home Studio 2002? If so, how would one utilize it?

I think it should work on HS2002. All you need is a VST-wrapper such as this one.
