phantom power from my mic pre amp

Okay I have 2 Oktave mK012 mics and a yamaha emx620 powered mixer

I just bought a blue tube double mic preamp

do these supply phantom power?

the emx does but will it send the phantom power through the pre mic to my mk012's?

one last ?
on the back of the mic pre amp there are two outputs
-an xlr (I think. the one with three prongs) and a 1/4 inch

the xlr says balanced and the 1/4 inch is unbalanced

what does this mean?
